-Prohibits any governing body, officer, employee, or district attorney of a municipality, county, or special district from adopting any rule or policy that prohibits the enforcement of any state or federal immigration law (Sec. 1). -Prohibits any governing body, officer, employee, or district attorney of a municipality, county, or special district from adopting any rule or policy that would prohibit a person employed by the entity from doing any of the following (Sec. 1):<ul>-Inquiring into the immigration status of a lawfully arrested person; and -With respect to information relating to the immigration status of a lawfully arrested person:<ul>-Sending the information to or receiving the information from U.S. Citizenship and Immigration Services or U.S. Immigrations and Customs Enforcement, including information regarding the individual's place of birth; -Maintaining the information; -Exchanging the information with another federal, state, or local governmental entity; -Assisting or cooperating with a federal immigration officer as reasonable and necessary, including providing enforcement assistance; or -Permitting a federal immigration officer to enter and conduct enforcement activities at a municipal or county jail in order to enforce federal immigration laws.</ul></ul>-Prohibits any governing body, officer, employee, or district attorney of a municipality, county, or special district from considering race, color, language, or national origin while enforcing any state or federal immigration law, except to the extent permitted by the United States Constitution or the Texas Constitution (Sec. 1). -Prohibits any governing body, officer, employee, or district attorney of a municipality, county, or special district from receiving state grant funds if the entity adopts any rule or policy that prohibits the enforcement of any state or federal immigration law (Sec. 1). -This act is effective immediately upon a two-thirds vote of all members elected to each house, or on September 1, 2011 (Sec. 2).
