Vote to pass a joint resolution that calls for an amendment to the Constitution of the United States of America to balance the federal budget.
-Specifies that in the event Congress does not submit such an amendment on or before December 31, 2011, Texas applies to Congress to call a convention, with the purpose of amending the Constitution of the United States of America.
